The
President’s Special Envoy to observer organizations, Peru’s Environmental Minister
Miguel Pulgar-Vidal, held a briefing with observer organizations and members of civil society on Saturday,
December 5th, to discuss developments in COP21 and the
continued role of observers in the summit.
Mr.
Pulgar-Vidal expressed that the administration of COP21 was committed to
maintaining an “open dialogue on the new text,” and ensured that the principles
of transparency and openness would be preserved. He argued that NGOs and observers played a
crucial role in negotiations and said that his role as Special Envoy would help
ensure the “two-way street” between civil society and negotiators.
Leaders
of observer organizations then posed questions to Mr. Pulgar-Vidal, questioning
the continued role of observers in the week ahead and the form that
negotiations would take.
Pulgar-Vidal
responded saying by saying that President Fabius of COP21 would announce the
specific outline of the final negotiations and reiterated his commitment to a “good
atmosphere” in negotiations, in which NGOs could participate and contribute to
forming the Paris agreement.
